Is there any doubt that none but a "humane authority" exercised by that country is one of the last few possibilities left to achieve such a goal? (which is shared by all the humble, peace-loving peoples of world)
How does he seriously argue against a mix of the notion he mentioned of an indigenous belief in the possibility of great destinies for your civilization?
He must have not remembered how the Chinese Communist revolution (and in fact, basically all of the other ones - such as the Russian, Vietnamese and Cuban, just to name a few) epically succeeded when he wrote this article.
His lack of vision must come from at least some misunderstanding of economics, finance, and even history - which clearly proves the cyclical nature of civilization.
Not to mention the fact that he is simply qualitatively inferior to some others. He has less capacity to perceive how the future might develop.
Hopefully, Zhongguó will keep producing enough brilliant people who will be able to prevent the few less brilliant such as him to limit its growth potential.
And last but not least: I hope such people also possess "humanity" enough to feel empathy for the less privileged such the article's author, and humanely - according to the great historical wisdom that has been practiced various times in your history - lead them towards such green pastures as I mentioned in my other comment.

The article is so long, that to summarize: while the author had some interesting viewpoints, there were many things which he didn't understand.
I think that the experience since 2008 has proven his article didn't age very well.
