Zhang Bin asserts, "Public investment decisions are made independently by the government, which is not bound by the usual market logic of cutting expenditure when income falls." This is basically the view of J.M. Keynes. It seemed correct in the 1950s and 1960s in the West. Then their capitalist economic system decayed after industrialization matured, and Keynesianism was shown to be a passing ideological fancy. The vigorous but capitalist industrialization of China now approaches the same turning point.
